Goal 4 moved the measure of education from whether children are enrolled to whether they learn. Five organizations listed on 4Planet teach at five different stages, from pre-kindergarten in Haiti to trade classes in Rwanda.
Goal 15 covers forests, drylands, mountains, species and the money behind them. It is better measured than most environmental goals, and its measurements are narrower than its wording.
Goal 13 is the only Sustainable Development Goal that defers its substance to a separate agreement. Its five targets route climate action through the UN climate convention, and most of its indicators count policies, not emissions.
