United Nations Sustainable Development Goal 10
Reduce inequality within and among countries.
Goal 10 does two jobs. Inside countries it addresses income growth for the bottom forty per cent, social and political inclusion, discriminatory law and fiscal policy. Between countries it addresses representation in global financial institutions, development assistance, remittance costs and — unusually for the agenda — safe and orderly migration.
The migration and remittance targets make this the goal most directly concerned with movement of people, and the one whose progress depends most on decisions taken outside the reporting country.

Official UN wording. Serious reporting maps work to targets rather than goals — the code is what belongs in a disclosure. Numbered targets are outcomes; lettered targets are means of implementation.
By 2030, progressively achieve and sustain income growth of the bottom 40 per cent of the population at a rate higher than the national average
By 2030, empower and promote the social, economic and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion or economic or other status
These goals are measured with some of the same indicators, so work counted here is usually counted there too.
Worth knowing before you cite a Goal 10 figure.
The main income indicator compares growth of the bottom forty per cent against the national average. A country passes when the poorest grow faster, even if the absolute gap with the top continues to widen.
Income and consumption surveys under-represent the wealthiest households, so measured inequality is generally lower than administrative and tax data suggest. The bias runs in one direction.
The discrimination indicator records the share of people who report having personally felt discriminated against. It is sensitive to awareness of rights and willingness to report, which vary widely between countries.
The migration target is assessed largely through whether countries have implemented well-managed migration policies. Whether migration was safe, orderly or regular for the people who moved is not measured directly.

Ensure equal opportunity and reduce inequalities of outcome, including by eliminating discriminatory laws, policies and practices and promoting appropriate legislation, policies and action in this regard
Adopt policies, especially fiscal, wage and social protection policies, and progressively achieve greater equality
Improve the regulation and monitoring of global financial markets and institutions and strengthen the implementation of such regulations
Ensure enhanced representation and voice for developing countries in decision-making in global international economic and financial institutions in order to deliver more effective, credible, accountable and legitimate institutions
Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies
Implement the principle of special and differential treatment for developing countries, in particular least developed countries, in accordance with World Trade Organization agreements

By 2030, reduce to less than 3 per cent the transaction costs of migrant remittances and eliminate remittance corridors with costs higher than 5 per cent
