United Nations Sustainable Development Goal 13
Take urgent action to combat climate change and its impacts.
Goal 13 is the only goal that defers its substance to another treaty. Its targets point at the UNFCCC process — the Paris Agreement, nationally determined contributions, the Green Climate Fund — which makes it less a standalone programme than a commitment to route climate policy through machinery that already existed when the agenda was signed.
That shapes what it measures. Most of its indicators count countries that have adopted a strategy or filed a report; one tracks finance mobilised. Only total greenhouse gas emissions measures the atmosphere itself, and only disaster mortality measures harm to people.

Integrate climate change measures into national policies, strategies and planning
Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning
Implement the commitment undertaken by developed-country parties to the United Nations Framework Convention on Climate Change to a goal of mobilizing jointly $100 billion annually by 2020 from all sources to address the needs of developing countries in the context of meaningful mitigation actions and transparency on implementation and fully operationalize the Green Climate Fund through its capitalization as soon as possible
Promote mechanisms for raising capacity for effective climate change-related planning and management in least developed countries and small island developing States, including focusing on women, youth and local and marginalized communities
Adopting a disaster risk strategy, filing a Paris Agreement report and mainstreaming climate into curricula are all counted. A country can register well across them while its emissions rise, because only one indicator measures emissions.
The majority of its indicators have an agreed method but no regular country reporting, so global statements about adaptation capacity rest on partial coverage rather than a complete picture.
The finance indicator tracks amounts mobilised toward the hundred-billion commitment, but what counts — grants, loans at market rate, private capital said to be mobilised — is contested. Totals differ substantially between sources reporting the same year.
Cutting emissions and coping with warming already locked in are different problems with different beneficiaries and timescales. The framework treats them together, so progress on adaptation can offset visible failure on mitigation.
