United Nations Sustainable Development Goal 16
Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.
Goal 16 was the most contested goal in the negotiation and remains the hardest to measure. It covers violence and homicide, trafficking and abuse of children, rule of law, corruption and bribery, institutional effectiveness, participation in decision-making, legal identity, and public access to information.
More of its indicators lack regular country reporting than any other goal in absolute terms. That is partly technical — several instruments are new — and partly political, since a state is being asked to report on its own corruption, detention practice and treatment of journalists.

Worth knowing before you cite a Goal 16 figure.
Corruption, unsentenced detention, and violence against journalists and human rights defenders are all reported by the institutions being assessed. The incentive problem is structural and the framework has no independent verification mechanism.
A substantial majority of this goal’s indicators have an agreed method but no regular country reporting. Global figures on rule of law and institutional quality rest on a thin and uneven base.
Homicide is comparatively robust because a body is hard to hide, but the other violence and abuse indicators depend on victims reporting to authorities. Higher recorded rates can reflect greater trust in institutions rather than more crime.
The instruments capture deaths, detentions, bribes and trafficking. There is no measurement of whether a society is cohesive, only of whether specific harms were recorded.
