United Nations Sustainable Development Goal 11
Make cities and human settlements inclusive, safe, resilient and sustainable.
Goal 11 is the agenda’s spatial goal: the one that asks where people live rather than how they live. Housing adequacy, transport, participatory planning, cultural and natural heritage, disaster losses, air quality and public space all sit inside it.
It shares its disaster-related indicators with Goals 1 and 13, forming the tightest measurement cluster in the framework. Work on urban disaster resilience is counted three times across the agenda — legitimately, but it means progress on those three goals is not independent.

What counts as urban differs between countries, and administrative boundaries rarely match the built-up area. Cross-country comparison of urban indicators compares differently drawn objects.
The informal settlement indicator combines several deprivations, and households in inadequate housing that fail only one test do not register. Rapid informal growth is also the hardest thing for a census to catch.
Ground monitoring stations are concentrated in wealthier cities. Global figures depend heavily on satellite and modelled estimates for the places with the highest exposure.

Strengthen efforts to protect and safeguard the world's cultural and natural heritage
By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations
