United Nations Sustainable Development Goal 9
Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.
Goal 9 bundles three things that are usually governed separately: physical infrastructure, industrial capacity and research. The logic connecting them is productive capability — the argument that countries cannot deliver most of the other goals without the roads, power, factories and research base to do it.
Its targets include a specific commitment to double industry’s share of employment and output in the least developed countries, alongside retrofitting industry for sustainability, expanding small-enterprise access to credit, increasing research intensity, and universal affordable internet access.

One target seeks a doubled industrial share in the least developed countries; another seeks industry retrofitted for resource efficiency and clean technology. The framework records both without describing how a country should sequence them.
Indicators count passenger and freight volumes, rural road access and mobile network coverage. Whether the asset is maintained, resilient or safe is not part of the measurement.
Spending on research and researchers per capita are inputs, not outcomes, and they measure formal institutional research. Innovation happening outside universities and registered firms does not register.
The connectivity indicator records the share of population covered by a mobile network. Coverage exists where signal exists, regardless of whether a household can afford a device or a data plan.

Promote inclusive and sustainable industrialization and, by 2030, significantly raise industry's share of employment and gross domestic product, in line with national circumstances, and double its share in least developed countries
Increase the access of small-scale industrial and other enterprises, in particular in developing countries, to financial services, including affordable credit, and their integration into value chains and markets
By 2030, upgrade infrastructure and retrofit industries to make them sustainable, with increased resource-use efficiency and greater adoption of clean and environmentally sound technologies and industrial processes, with all countries taking action in accordance with their respective capabilities
Enhance scientific research, upgrade the technological capabilities of industrial sectors in all countries, in particular developing countries, including, by 2030, encouraging innovation and substantially increasing the number of research and development workers per 1 million people and public and private research and development spending

Support domestic technology development, research and innovation in developing countries, including by ensuring a conducive policy environment for, inter alia, industrial diversification and value addition to commodities
Significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet in least developed countries by 2020
